Bucket upgrade has no cooldown

Rats equipped with the bucket upgrade transfer liquids from containers seemingly every tick, playing a bucket splash sound every time it does so. Other mods that generate fluids per tick (such as the Cow in a Jar from Cooking for Blockheads) allow the bucket upgrade to spam the splash sound, which is very loud.

Version is 3.2.14 on minecraft 1.12.2
