Wrong country code for Interpol #37

The country code listed for Interpol in base/countries.py seems to be wrong.

According to the specs it should be XPO, not INP
(see page 22 in ICAO Doc 9303 part 3)

As XPO is already listed, INP could be removed.
It is neither an ISO country code, nor part of the additional codes listed in the specs.
