WCS has been de-prioritized in favor of OGC API Coverages.

Would we have been able to leverage existing implementations, WCS (and WFS) could have come "for free", but since that is not the case, we should focus our efforts on implementing the latest standards.

This ticket was dedicated for OGC WCS, which has been deprioritised, so this ticket should be left in the backlog.

Apologies, I had the impression that it is important for accounting purposes to have issues with the corresponding hours for each original task and also milestone. I understand that is rather preferable to have "real" tasks as issues. Thus closing this in favore or #21 and "moving" the hours and the ProposalTaskID there.
