[CSIT-1961] Some tests have too long ramp-up trials #4042

Description

When ramp-up trial duration is more than the default state timeout, NDRPDR times out [0].

In this particular test, the long duration is caused by too high scale, but all tests that rely-on ramp-up should revisit their ramp-up-rate, as we now use faster hardware.

To be clear, the too-high-scale issue is still valid and tracked as CSIT-1785. This issue is for sub-optimal ramp-up rates regardless of scale.
