[CSIT-1978] 3na-spr, 3nb-spr: Vhost tests cannot access testpmd

Description

Vhost tests with testpmd in VM are trying to run dpdk-testpmd in $QEMU_VM_DPDK/build/app but the two 3n spr testbeds have DUT in a container and current ansible scripts do not mount /opt/dpdk-$version, so VM startup fails [0]:

/etc/vm_init_1.conf: line 17: /opt/dpdk-23.11/build/app/dpdk-testpmd: No such file or directory

After few runs in rls2410 the affected tests were removed from jobspecs, but CSIT should have unified approach for pre-installed apps on 3n spr testbeds.
