If search box has data, home button doesn't go back to home.

Users should be able to go home from the home button no matter what state the search bar is in.

So... This is a bit weird because of React. Might be able to figure something out where clicking that button clears the search query or something, but with the way we are using NavLink components, it is not straightforward. May have to make that a history push instead.

Oh weird, ok. I feel like we may need to rethink the web portion anyway to make it more comfortable for desktop users now that we're in desktop phase for the rest of the year.
