Tiers that contain no games should be filtered out and not displayed in the bundle overview.
When viewing bundles, empty tiers are currently being displayed, creating confusing sections like: Tier 2 () includes 0 items:

This creates unnecessary UI noise and could be confusing for users since these tiers contain no games or simply doesn't exist.
