Implement the two-parameter Fermi nucleus (FermiNucleus), used e.g. in GRASP. The necessary equations can be found e.g. in 10.1103/PhysRevA.46.3735 and also in section 2.4.7 (pg. 464; PDF/52) in Andrae, 2000.

Note: when determining the nuclear parameters from the RMS value, GRASP defaults to t = 2.3 fm.
