My thought after reading through the source of the network plugin is to be naive and assume that its possible to reuse something like windows openvpn tap interface with custom name and do the same thing that the plugin does with linux.
The critical points I believe are the c code which does the opening of the tap device and copies the packets from the bridge.
I am not a go developer and have to get a go environment set up in windows so anything that can be suggested as a starting point other than the network plugin repository would be helpful.
