A plugin which provides:

!upvote <user>
!downvote <user>
increases or decreases the karma of a given user, ratelimits downvotes by a particular user to some configurable (via env var) amount.

!karma <user>
Display the karma of the given user.

Should there be one instance of the Karma class per user? Or just one instance that handles all users?
