The hardcoded strings like default device for a hardware target should be moved to configuration file (YAML file for that targeT) and read from there.

          Wondering if this hardcoded string "arn:aws:braket:::device/quantum-simulator/amazon/sv1" can be replaced with some constant (most probably from config file)
