Need to decide how to handle pixels with negative NDVI (and/or water) pixels from flooded fields, meadows, lakes, ponds, oceans, etc. There are many rice fields in the northern part of the Central Valley of California that can be flooded and have negative NDVI values, but very high ET rates. After the Kc and Fc limits are applied (#1 and #2) negative NDVI pixels will end up with a Kc and ET of 0. Need to decide if anything should be done to adjust these values and which pixels to adjust (e.g. only flooded fields but not lakes).
