Introduce a flag to control the message-driven pub/sub compatibility mode

Some ServiceControl transports, like Amazon SQS or SqlServer, support the message-driven pub/sub compatibility mode (SQS documentation).

ServiceControl doesn't expose a connection string option to enable it for supported transports. Not supporting in ServiceControl means that if a system uses a message-driven pub/sub-configured transport, it won't be able to subscribe to ServiceControl events.
