Detailed description

From Thai NLP Meetup #7, II get feedback from the user. They want to builder tools in pythainlp for using own model in pythainlp.

Context

benefit:

build and use model from pythainlp with own dataset.

Possible implementation

Many models can retrain, and we have source code for training.
