The runtime container is half the size of the developer container so it would be worth exploring if we can just use a runtime environment of CUDA and CUDANN. Should speed up our builds.

Exploring this in cuda-12.8 image.

It looks like after you install all the build tools the size of the image becomes 5Gb anyway so it only saves around 500mb which is pretty insignificant.
