When setting the service to allow "only some" organizations, currently all orgs are set ti "always". Allow an easy way to switch them all (default state) to "Disallow" or "allow".
Maybe except the Org that already have connected CO's (as those would be disconnected).

In which situation is this relevant? In the default situation, the Service start out will everything set to disallow.

needs further discussion.
