The following applies to any Obsidian plugin.

You cannot download Templater or Templater updates without an internet connection.

To install Templater you do not need an internet connection. You simple need a folder with a main.js file, manifest.json file, and optionally a styles.css file in your <VAULT>/.obsidian/plugins folder. You can download those files from the releases page. Then you can enable it in community plugin settings.
