Is your feature request related to a problem? Please describe.
No.

Describe the solution you'd like
Per-server you will be able to decide whether or not the track pauses when there's no human in the channel listening with 24/7.
Through this, will help the bot save some bandwidth by just pausing the track when Quaver is alone in a channel with 24/7 enabled.

the default behavior might be to keep paused despite 24/7, and allow the bot managers to decide which servers allow 24/7 without pause. it's pretty heavy on bandwidth, so i'll probably go with that option.
