Cannot use sparse checkout AND filters at the same time (or prevent automatic filter=blob:none)

Requirement:
We need to do sparse checkouts but without the automatic filter=blob:none that is applied if sparse checkouts are being used.

More broadly, people may have a desire to set other filters as part of a sparse checkout but for sure, in our case, we need to be able to turn off blob:none
