There is an empty top tab bar in the settings on macOS. I think the descriptions are missing here as you can navigate to different menus by clicking on different areas.

I saw that, also in iPad version. I don't know what it is about, or rather I suspect to correspond to the tab menus. As I removed the tab indicator, this indicator is still shown. I don't know how to hide it or label it
