Describe the bug
It is not possible to accept the transfer of resources from one account to another

To Reproduce
Steps to reproduce the behavior:

  1. To to any account as global admin
  2. Look at the privileges, TRANFER_RESOURCE_ACCEPT is missing

Expected behavior
The TRANFER_RESOURCE_ACCEPT is present and the resource transfer can complete
