Adds the "scope" feature, taking an stereoscope image and a user hint (all layers / squashed tree) and curating the set of trees the BOM should take as context for cataloging.
Additionally this adds more strict linting rules (as well as lint fixes).
Closes #14 (stretch goal split into #15)
