[Feature][UI] Add tags on projects

Use case

As a tech lead, I want to be able to tag projects to help with filtering and allow me to create dashboards on projects that has the same tags.

Description

A project can be a collection of source control repositories and projects from a number of different sources. However, as an Engineering Manager in a large enterprise, I might lead different initiatives and projects, and I would like to track these either as individual projects or as a collective. Having the ability to then add tags onto projects for additional context would enable me to create dashboards based on these tags that will provide me with insights into all these different contexts.
