[Bug][Jira] JIRA with status FAILED are not being ingested by devlake v1.0 stable

• I had searched in the issues and found no similar issues.

What happened

Couple of stories which are in status FAILED on JIRA board are not being picked by pipeline

What do you expect to happen

they should be loaded to issues table

How to reproduce

create a new story and move it to failed and run pipeline

Anything else

everytime this is repeating

v1.0.1 stable

Can you try the latest beta https://github.com/apache/incubator-devlake/releases/tag/v1.0.2-beta5 and see if the problem fixed?
