Include 1.2.x builds in PyPi releases #7882

I made a issue a while back asking for better pypi support - #7729

@arvidn I also left a comment here that I think never was seen.

Can we get some support on 1.2.x on pypi ? Has there been a decision to no longer publish wheels of 1.2.x?

@zakkarry Just to provide some feedback to you.

I did work on the cibuildwheel workflow for RC_2_0 in order to add macos arm/newer python wheels etc. which resulted in 2.0.11 being available via https://pypi.org/project/libtorrent/

I'm planning to do the same for RC_1_2, however - there's a lot of work needed to be undertaken due to incompatibilities etc.

Need to get the CI workflows working again/remove deprecations etc.

Can't give a definitive timeframe & can't guarantee any 1.2.x/1.3.x wheels being officially released/pushed to PyPi.
