Feature: Add unstick command for Cometbft

In some situations cometbft will get "stuck" after reseting the data.
A way to fix this is to delete all state data, re-init cometbft, quickly start the sequencer cometbft again, then reset data one more time to get cometbft unstuck.

Another option is to have a "sequencer only" network (astria sequencer + cometbft) set up in the networks config and to run that after a failed reset.
