Building on how the live stream function works in PLM for things like YouTube live, make a function that can take a YouTube video and put into a format that can be consumed as a Stream File in Channels DVR. This will allow the video to be consumed directly in the Channels DVR player without having to go to an outside app, a la a Stream Link (which currently works) or downloading the files using other means.

The functions that make this possible will be made available in the next release. Additional functionality for integration into and out of YouTube will be visited later.

EDIT: After some review, noticed there is a quality issue (only getting low quality for YouTube). More work needs to be done to fix this.

Quality issues are now resolved and this is working, along with everything else built around it for ease of use by end users. This will be documented in the Wiki before release.
