Update Add Caltrans District task automation to the following:

  1. Remove @laneymangan as the main assignee for all tasks
  2. Add if/then logic step for If an Account Manager is Known add the account manager as the assignee and If an Account Manager is Unknown add a task to the CRM Maintenance queue with no assignee
