Reduce frequency of gtfs-rt validation

User story / feature request

As an analyst, I don't need so much GTFS-RT validation data! We just need a sample. How much does it cost us to store this validation data we don't use? @erikamov

Right now we parse and validate data. We also store all that validation data. Can we just validate say, 10 minutes of data in the morning, and 10 minutes in the evening?

Acceptance Criteria

We get a good amount of samples of gtfs-rt validation data every day for every agency. Our costs for storing gtfs-rt validation data go down.
