Add Vscode [Official Microsoft Version]

The snap version and our own Solus version are either not working or have some major limitations, have to manually maintain tarball with new releases from their official site :(

There is already a version in the official solus repository.
What would be different?

The vscode in the Solus repo is an unofficial build made from the source. It's a code-oss. There are some proprietary features that are not available in this open-source version.

I have this link below which is the official binary distribution from Microsoft.
