how can I add a language? #8

Hi,

What is required if I want to add a language not already present in the addon? I'll add Dutch (NL)
Here's what I see:

a new folder in the directory mail/nl/ with the 4 files to be translated
a language file nl.php in the root with all strings translated (I started from the French version)

Is there more to be done?
