Modify kitchen-ec2 to tag instances at creation time. This is important because many orgs use a security mechanism known as SCP that enforces tagging policies that prevent the creation of untagged resources.

There are 3 kitchen-ec2 issues tracking the feature, and a total of 3 PRs (inclusive of 496) that attempt to implement it.
