Two different kinds of issues are blank

When I open an issue, I can see two empty issues:

I would like there to be only one of them and that is the one we have an issue template for.

@niccokunzmann I was just doing work on that for plone/volto. You modified two templates in https://github.com/collective/icalendar/tree/main/.github/ISSUE_TEMPLATE three years ago.
