Add Expr Helper to return the value of a specific argument in a URI #3446

What would you like to be added?

Currently we have only the expr helper to parse the URI, but sometimes it is useful to extract only the value of a specific parameter of an URI.

Why is this needed?

This is useful when writing scenario to detect a specific CVE and matching a parameter against libinjection for example
