When we start a scheduler in debug mode it runs jobs in debug mode, producing a job.xtrace file for each.

It would be nice to have a debug option for triggering tasks so that user's could elect to run jobs in debug mode without having to restart the scheduler in debug mode.

This would be helpful for debugging - cylc/cylc-doc#566. We could add a "run this job again with cylc trigger <id> --debug for more info" message to job error messages.
