Unable to create new admin user

Like others i had the admin / guest / unable to create new user loop problem.
Changing the ./data ownership to 1001 fixed this, but when i tried to create a new admin (me) i got this:

A couple of questions:

• Are you running the latest version
• Did you attach an avatar
• Does disable password works

Did all off those things only thing that works is not giving the new user admin access. If you give them admin access i am receiving this error:

If you create a normal user first, then edit the user to make it admin, does that work?

yes it will. also is there no delete function for the users?
