Pure Theia Plugin

Hi,
I'm currently working with my IDE. I want to extend it (both FE and BE) by installing pure Theia plugins (unrelated to any VSCode concept) at runtime instead of Theia extensions. Is this supported?
Can the theia-generator-plugin generate pure Theia plugins?

The @theia/plugin exposes the same API as the vscode. However, there is the option to extend the plugin API. See this doc. In the end, VS Code plugins and Theia plugins use the exact same mechanism. Generally, it is recommended to use the Theia extension mechanism to provide compile time features for your users, unless it's absolutely necessary to provide the feature as a runtime installable plugin (or the feature already exists using VS Code extensions, like most language servers).
