Robot gets status "docked" when failing to dock

Describe the bug
If failure to send robot to dock, the status will still become docked

To Reproduce
Steps to reproduce the behavior:

• Schedule a mission on a robot with a localization step
• Press "Send robots to dock" before localization step is completed (such that current area is null causing failure to send to dock)
• See that status becomes "docked" even though the robot didn't dock

Expected behavior
Robot should only say docked if it is docked

Three different states in Flotilla
Docked (when sent there by emergency)
Charging (when sent there because of low battery)
Available (when done with all the missions)

Possibly rethink the states and Update UX on the decisions made here
