What problem do you want to solve?

Want to suggest a rule change that's not a bug fix, but there are only issue templates for:

• Bugs
• New rules
• Non-rule related

But the last one mentions three: not a bug fix, rule change, or new rule

What do you think is the correct solution?

Add a new issue template for rule changes (or adapt an existing one to also include that use case)
