Upgrade ckanext-google-analytics

Problem

DMS had the latest significant development 2 years ago and packages need to be updated to their latest versions as part of our maintenance contract.

This issue is limited to upgrading only ckanext-google-analytics.

Solution

If possible, choose the latest stable tag available in the package Github repository, else use the latest stable commit in the main/master branch.

Note that the repository for this extension has changed and now lives at https://github.com/fjelltopp/ckanext-googleanalytics4/.

This is related to #51 - I expect we want to migrate DMS to Ntwali's new google analytics work.

It's also important to clock we already have a working Google Analytics account for this.
