starknet_specVersion implementation is missing in starknet_provider

Tasks:

  • Add specVersion in ReadProvider interface and in JSONRPCProvider implementation.
  • Add corresponding tests
  • Update JSON RPC supported methods tables in starknet_provider/README.md and in docs/packages/starknet-provider.mdx

Please note that since starknet_specVersion return a string, there is no need to add a model in starknet_provider/lib/src/model
