Bug: Tree map for arrests

The tree map chart for arrests seems to be counting strangely - perhaps it's counting all status updates on each arrest rather than just the most recent status? See the chart created on this test page - the total number that the chart is showing is way more than the actual number of arrests during the selected time period.

Two requests:

1. Make sure that it's pulling the most recent status for each arrest;
2. Add an option for "not charged";
3. Any other bug fixes needed that are producing this inaccurate total.
