libgcc_s_seh-1.dll is missing #5

If I double click on feud.exe, I get this message:

feud.exe - System Error
---------------------------
The program can't start because libgcc_s_seh-1.dll is missing from your
computer.

However it does seem to work after that. If I start from a Cygwin prompt, I do
not get an error. Is Cygwin or MSYS2 required to run?
