Scheduled Notifications Not Firing Properly When App is Closed or Delayed

I would like to know whether Notifee's timestamp trigger notifications are handled by the system or by the application itself. I've noticed that in some cases, when I close the app, the notifications stop until I reopen it. Additionally, some scheduled notifications may experience significant delays, potentially up to nearly half an hour
My code is running with SDK 34 and RN 0.73 Notifee Version 9.1.2
