Support for LC_xxx locales? #10

Could this library support fetching a usage-specific locale? For example LC_TIME LC_MONETARY etc? This would support the POSIX.1 semantics. See https://www.baeldung.com/linux/locale-environment-variables

We could definitely allow the user to choose LC_TIME, LC_MONETARY, etc. instead of LC_MESSAGES. I'm not sure what we should do on Windows, macOS and other platforms though. I'll look into it.
