func scrollViewDidEndDragging(_ scrollView: UIScrollView, willDecelerate decelerate: Bool) {
    stoppedScrolling()
  }

but when you end dragging usually the scrollview continues scrolling and it is necessary to view "far" elements for example but you prevent it
