Civo: When using Orphans, a Network can be attached to a Cluster but there are no checks for Cluster

In the past, we used to use the fact that the Cluster is composed of machines, and the machines are connected to a network. It seems there was a change and now the machine list does not display Cluster members.

We need to pull the list of clusters and check if they're connected to a network before we can validate them as orphaned.
