User Story

As a developer I would like to run Cluster API operator in debug mode wit tilt

Detailed Description

Operator already has Tiltfile, but it deploying and running operator in standalone mode without remote debug support. It would be nice to add separate debug Dockerfile and some functions to Tiltfile to be able debug port forwarding.

Anything else you would like to add:

Will create PR.
