No, chatting via API does not support passing parent_message_id yet.

Implementing on this might cause breaking change. A v2 version api may be needed to support it.

When will the v2 API be released?

I don't think they have plan to implement this recently. Though I think they are happy to see a PR if you are willing to implement it. @crazywoola what do you think?
