Customization?

Just curious but how would one customize the UI?
I've looked at the index.html but don't know anything about bootstrap, et al. I know basic html and css but wondered if there was a simple way to change colors, rearrange, etc.

not in 2.1 - in 3.0 the theme are supported for style - they are actually just css
No rearange support is implemented in 3.0 as you can show / hide any panel based on last show is the first in list

I have been Tampering a bit with CSS (V3.0 latest) but cant get it to work, in what file type should I save it as?
I can't se the current example files have any file endings?
